Brazil Brown Bag Seminar Series – Implementing Performance-Based Policies in the Brazilian Public Sector at the Regional Level: Context and Conditions – the case of Rio de Janeiro

Join the Lemann Center for Brazilian Studies in its Brazil Brown Bag Seminar Series. The lecture, entitled “Implementing Performance-Based Policies in the Brazilian Public Sector at the Regional Level: Context and Conditions – the case of Rio de Janeiro” will be given by Antoine Lousão.

Regional states play a major role in political reforms and initiatives in Brazil. Many efforts have been made at the regional level to modernize public agencies despite the lack of strong guidelines from the federal level. However, there are both structural and conjunctural difficulties. They include budget and human resources issues and political constraints of many kinds, and they are impacted by the persistence of traditional practices such as patronage. Despite having the second largest economy and the third largest population among Brazilian States, the State of Rio de Janeiro is not isolated from this context. It offers examples of initiatives and opportunities, but also of the main challenges that states have to face in order to play an effective role in areas such as education, environment and economic development. The lecture will examine reforms, roadblocks to reform, conditions necessary for change, and the speaker’s experience related to these issues.

Antoine Lousão  is the first Lemann Visiting Scholar at Teachers College – Columbia University (2015-2016). He works as a public manager in the Rio de Janeiro State Government in Brazil, where he has held various positions including Deputy Secretary of State for Human Resources at the State Secretariat for Education and Director for Management and Personnel at the State Environmental Agency. His executive experience focuses on performance-based policies and stretched target initiatives. He has also contributed to research on public administration and democracy in Brazil, taught Civil Service and Ethics courses in the Brazilian School of Public Administration and worked with think tanks such as the Institute for Studies on Work and Society (Iets, Rio de Janeiro). Antoine Lousao received a PhD in Political Philosophy from the Federal University of Rio de Janeiro, and Masters’ Degrees from Sciences Po Paris and the Université Paris I Panthéon-Sorbonne.
