Asymmetric Practices among Public Policy Implementers: the Case of the My Home My Life Program

The Brazil Research Seminar Series invites you to its discussion titled,“Asymmetric Practices among Public Policy Implementers: The Case of the My Home My Life Program “ with Lucilaine Pascuci, Professor and researcher at Federal University of Espi­rito Santo.

Speaker Lucilaine Pascuci is Economist, Master and Doctor of Management, Professor of the Post-Graduation Program (Masters Degree and Doctorate) in Management (PPGAdm) and the Post-Graduation Program in Public Management (PPGGP), both programs of the Federal University of Espi­rito Santo (UFES), Brazil. The main focus of her research is strategic management of private, public and social organizations in pluralist contexts, and the analysis of public policies from the perspective of complex systems. She is reviewer for Brazilian and international journals and has worked on research projects funded by agencies such as the CNPq (National Council of Scientific and Technological Development), the Espi­rito Santo Research Aid Foundation (FAPES) and the United Nations Development Program (PNUD). She is also the leader of the Organizational Complexity and Strategy Research Group, certified by the CNPq.

The main objective of this research is to analyze the implications of asymmetric practices among policymakers and their impact on the results of a public housing policy. The study focuses on the My Home My Life Program and, more specifically, on the perceptions and practices adopted by the implementers and beneficiaries of the projects. The discussion is based on concepts related to public policy, public management and complex systems, with emphasis on processes of interaction, adaptation and co-evolution. It is a multi-method study, using primary data (interviews and questionnaires) and secondary data. This study is part of a larger project that analyzes the development, challenges, and outcomes of the My Home My Life Program under the administrative, economic, political and social perspectives.
