Speaker Bio: Born in Monterrey, Nuevo León, Samuel García holds bachelor’s degrees in Law and Finance and a master's in Public Law from the Monterrey Institute of Technology and Higher Education (ITESM). He earned doctorates in Public Policy and Public Administration from the Graduate School of Public Administration and Public Policy (EGAP) of Tecnológico de Monterrey, in Tax Law from ITAC University, and in Constitutional Law and Governance from the Autonomous University of Nuevo León (UANL). He served as Local Deputy (2015–2018) and Senator for Nuevo León (2018–2020). Since October 4, 2021, he has served as Constitutional Governor of the State of Nuevo León, México. He is also the author of five books, a public speaker, and a columnist, and previously served as a professor of Constitutional and Administrative Law at UANL.
